For twenty-one years, Judge Isaac C. Parker presided over the U.S. Court for the Western District of Arkansas, stationed in the rugged frontier town of Fort Smith. Appointed by Ulysses S. Grant in 1875, Parker arrived during a turbulent period of westward expansion, when lawlessness and violence were rampant on the borders of Indian territory. Determined to restore order, Judge Parker worked tirelessly to reform the criminal justice system, advocate for the rights of Native American nations, and explore new paths for rehabilitating offenders. However, his legacy is often overshadowed by the title “Hanging Judge”, a moniker earned for sentencing 160 individuals to death and many others to the basement jail known as “Hell on the Border”. Fort Smith National Historic Site preserves almost 80 years of history. From 1817 to 1896, the fort witnessed the Civil War, the Trail of Tears, federal Indian policy, and Judge Isaac C. Parker’s 21-year jurisdiction over the Western District of Arkansas. Today, visitors can tour the foundation of the first Fort Smith, the Commissary building, and a reconstruction of the gallows used by federal court.
